Phenylephrine in pregnancy
The US drug label says
8.1 Pregnancy Animal reproduction studies have not been conducted with topical phenylephrine. It is also not known whether phenylephrine can cause fetal harm when administered to a pregnant woman or can affect reproduction capacity. Phenylephrine hydrochloride should be given to a pregnant woman only if clearly needed.

Phenylephrine while breastfeeding
LactMed says
The oral bioavailability of phenylephrine is negligible, so the drug is unlikely to reach the infant.[1] However, intravenous or oral administration of phenylephrine might decrease milk production. An alternate drug may be preferred, especially while nursing a newborn or preterm infant.
Phenylephrine nasal spray or ophthalmic drops are less likely to decrease lactation. To substantially diminish the effect of the drug after using eye drops, place pressure over the tear duct by the corner of the eye for 1 minute or more, then remove the excess solution with an absorbent tissue.

Nursing Mothers It is not known whether this drug is excreted in human breast milk. Because many drugs are excreted in human milk, caution should be exercised when phenylephrine hydrochloride ophthalmic solution 2.5% and 10% is administered to a nursing woman.
